President, Diane Pennington called the meeting to order at 1:00 p.m.
Roll Call (Present)
Diane Pennington, President; Christine Chesser, Secretary; board member Kirby Morris; and board member Darci Kite. Also in attendance were Betty Abernethy, Executive Director; Judy Stellpflug from EWC, and Kristyn Chandler of Arizona.
Vice President Brenda Schwartzkopf attended via conference call.
Betty Abernethy took a minute to formally introduce the newest Board Member; Darci Kite of Laramie. Darci fills the position vacated by Melody Moody.
The motion was made by Chris Chesser, seconded by Brenda Schwartzkopf to approve the minutes as presented for the November 13, 2005 meeting, motion carried.
Executive Directors Report
Betty presented the November and December financial statement and reported that we may go over budget this year due to variables beyond our control, such as the cost increase reimbursement for mileage and costs incurred by legislation. She also explained how the budget is set. Diane also explained how money is Earmarked for our board, but budgets are set to avoid misuse by boards.
Salon Renewals; we are waiting for about 220 more.
Budget Status; Independent Contractor Licenses- approximately 550 have been received.
At this time President Diane stated she would deviate from the agenda to hold elections of officers. Kirby Morris made a motion, Brenda Schwartzkopf seconded to retain Diane Pennington as President, Brenda Schwartzkopf as Vice President and Chris Chesser as Secretary. Discussion: Chris Chesser was hesitant to accept the nomination, and suggested the new member be given the Secretary position. Darci Kite said she would be willing to accept the secretary position in another year due to other obligations she is fulfilling at this time. President Diane Pennington called for a vote motion to accept the current slate, motion carried 4-1.

New Business
NIC regional meeting is April 7-9, 2006 in Sun Valley Idaho. Betty Abernethy and Brenda Schwartzkopf will attend. Darci Kite will check and see if she will also be able to attend. NIC national conference will be August 25-28 in Maine. Betty, Diane, and Chris will attend and it will be determined if Brenda Schwartzkopf will be able to attend also at the March meeting.
Discussion was opened about mannequin hand vs. live model for Nail Tech exam.
Cheating and use of models that are either too young, licensed or in cosmetology or related courses has become an issue across the country. It was determined that we would continue to use live models and cross check models in advance. Also have models sign in and bring ID.
Using a simulated wax product or an actual hard wax for the hard wax section of the Esthetics exam was discussed. It was determined that to ensure consumer safety, the candidate should demonstrate using "hot" wax during the examination. The motion was made by Darci Kite and seconded by Kirby Morris to require the use of an actual hard wax product for the section on "Hair Removal of the Upper Lip" beginning with March 06 board exams. Motion passed. All other hair removal sections will still use a mock product.
The motion was made by Kirby Morris and seconded by Chris Chesser to adjourn the meeting. With no further business before the board, the meeting was adjourned at 2:00
