President, Diane Pennington called the meeting to order at 12:30 p.m.
Roll Call (Present)
Diane Pennington, President; Brenda Schwartzkopf, Vice President; Christine Chesser, Secretary; Kirby Morris, board member; and Darci Kite, board member. Also in attendance were Betty Abernethy, Executive Director; Brenda Mathre, Board Inspector; Ken Nelson, NIC Examiner .Melody Moody, Dana Anderson-Panco, SMT, and Mike Hill, NIC Examiner Trainer.
The motion was made by Christine Chesser, seconded by Kirby Morris to approve the minutes as presented for the March 13, 2006 meeting, motion carried.
Executive Directors Report
Betty presented the financial statement for March and April. A B-11request was processed. The need for an increase in the spending authority was necessary because of uncontrollable circumstances such as the cost of printing new law books, legislation, increase in mileage reimbursement, etc.
Most of the salon renewals have been processed. 5 have not renewed and 1 of which is still operating, the other 4 are in question, may be closed.
Inspectors Report
Brenda Mathre presented an updated salon inspection report. Information on Purifiles was included in board packets. Tests on the Purifiles were done by an independent lab. A motion was made by Kirby Morris and seconded by Brenda Schwartzkopf for the Wyoming Board of Cosmetology to accept (Closed cell foam) Disinfectable Purifiles by Flowery for use in the State. Motion carried.
Unfinished Business
Rudolf files and foam neck pads still pending.
Board members that attended the NIC Regional Meeting in Idaho reported that they learned a lot. Many states are facing the same issues as we are in regard to sanitation and infection control. Kirby reported that at NIC Region 1 and 2 meeting, a nurse presented information of infection control that was very valid.
New Business
Betty presented to the board letters from 2 licensees inquiring about a pioneer license. Wyoming does not have such a license. An application for a mobile salon has been on file for a year. Brenda Mathre has made numerous attempts to schedule an appointment to inspect said mobile salon to no avail. A motion was made by Kirby Morris and seconded by Christine Chesser to notify the applicant as to his intent in opening this salon. Betty will contact and report at a later date. Motion carried.
A letter was presented to the board by Betty from Cosmetologist, Shawana McKenzie, about the use of an IPL machine. The need for more information prompted a motion by Christine Chesser and seconded by Brenda Schwartzkopf to have Darci Kite head up a committee to research this particular machine. Motion carried. Darci Kite felt she would need 15 days to get information to Betty.
Executive Session
A motion was made by Kirby Morris and seconded by Chris Chesser to move into executive session. Motion passed
Reconvene
A motion was made by Kirby Morris and seconded by Brenda Schwartzkopf to accept the recommendation of the investigator on complaint BC-05-010 and BC-05-011, to dismiss with no further action. Motion passed.
A motion was made by Christine Chesser and seconded by Brenda Schwartzkopf to adjourn the meeting. With no further business before the board, the meeting was adjourned at 1:50 p.m.
