Meeting Minutes


May 7, 2007

President, Diane Pennington called the meeting to order at 12:43 p.m.

Roll Call (Present)

President, Diane Pennington; Vice President, Brenda Schwartzkopf; Secretary, Christine Chesser; Darci Kite, board member. Also in attendance was Betty Abernethy, Executive Director; Brenda Mathre, State Board of Cosmetology Inspector; and Melody Moody, NIC Certified Examiner.

Board member Kirby Morris was excused.

The motion was made by Brenda Schwartzkopf, seconded by Darci Kite to approve the minutes as presented for the March 12, 2007 meeting, motion carried.

Executive Directors Report

Betty presented the financial statement for March and April 07. Reciprocity is still up. According to the financial statements it appears that the Board is operating as minimally as it can. Salons listed in the Board packet will be receiving a Notice to Cease and Desist. Salons that have not closed will need to reapply.

Inspectors Report

A verbal report was presented from Inspector Brenda Mathre. Matt's totals were included in Brenda's.

Unfinished Business

A report was given on the Region 3 and 4 meeting that took place April 21st and 22nd in Missoula Montana. Information on flu pandemic, One Minute Manager and distance learning was presented by Chris Chesser, Darci Kite and Betty Abernethy.

Rule changes are still being worked on.

CBT testing, Laser Grade; numerous sites are ready in Wyoming and the new procedures will be sent notifying applicants to the procedure for computer based testing. More information is being sent from Thomson Publishing on Distance learning for the instructor's course. Board members will need to review this information as it becomes available.

New Business

The board discussed the transfer of student hours from one course to another. The board stressed again that a student cannot transfer more hours than they have accumulated.

Betty presented ideas on a Wyoming Pin for the 2008 Annual NIC convention to be held in Wyoming. A motion was made by Brenda Schwartzkopf, seconded by Chris Chesser to have Betty order new pins. Motion carried.

Brenda Mathre, an NIC examiner trainer, had a few suggestions for the Board members and other examiners to consider when administrating the exam. The board discussed the subject of using actual Wax for the waxing of the upper lip section of the exam. It was determined that a simulated wax was more appropriate for that use and that new products have come available for the students to use in that case.

Annual Conference was discussed. It is August 24th -28th in Rapid City.

With no further business before the Board a motion was made by Chris, seconded by Brenda to adjourn. Motion carried.
