President, Diane Pennington called the meeting to order at 12:36 p.m.
Roll Call (Present)
President, Diane Pennington; Vice President, Brenda Schwartzkopf; Christine Chesser, Secretary; Darci Kite, board member and board member Kirby Morris attended by conference call. Also in attendance was Betty Abernethy, Executive Director. The motion was made by Brenda Schwartzkopf, seconded by Kirby Morris to approve the minutes as presented for the July, 2007 meeting, motion carried.
Executive Directors Report
Betty presented the financial statements for July and August 07. Nothing out of the ordinary and everything is right on track. The 2009/2010 purposed budget was presented. Revenue from the Independent Contractor License was included in the budget. This budget has not yet been approved so it is not yet available for the public. A B-11 request was made; this request was need largely because of the increase in mileage.
Inspectors Report
A written report was included in the Board packets from Inspectors Brenda Mathre and Matt.
Unfinished Business
More information is still needed for the Board to implement the Instructor Program and distance learning. About 11 states have implemented something like this or are looking at doing so. This will need to be drafted into our rules.
The school overview is available on CD Rom. Darci Kite made a motion seconded by Chris Chesser, that the Wyoming Board of Cosmetology purchase one CD Rom for each of the schools in Wyoming, motion carried.
The Board discussed the possibility of holding exams on one day instead of two. It was determined that this would be possible for most exam dates. Discussion then followed about the feasibility of being able to conduct Board business in 4 meeting per year as required by law, opposed to the 6 meetings that the Board currently meets. A motion was made by Kirby Morris, seconded by Brenda Schwartzkopf, to hold board meetings 4 times per year effective January 2008., motion carried. These board meetings will be held in January, May, July and November.
May of 2008 will be the mandatory and required examiner training.
Laser Grade will be available Oct. 1, 2007. Current fees are $75.00 for the computer based test. Applicants taking the CBT that also need to take the practical exam will still need to pay the $65.00 exam fee for that also.
The Medical Board has drafted the laser rules into their rules and regulations.
A report on the NIC Annual Conference was presented by the Board members that were in attendance. Kirby Morris announced that Diane Pennington was elected to the National Board as a Region 3 Director and was pleased that Wyoming would have such good representation on the NIC Board of Directors.
New Business
The 2008 exam schedule is available and in all Board member packets.
Betty requested that if the Board members had any ideas for FAQ section of the web site as well as information for the upcoming newsletter. They should be sent to the board office.
With no further business before the Board a motion was made by Brenda Schwartzkopf, seconded by Kirby Morris to adjourn. Motion carried.
